I love the three dimensional look of this with the folded tissue paper. You can get tissue paper of all colors reasonably priced at dollar shops. It is a good tip to lightly iron the tissue paper on low to get out the folds that are in the packaged paper beforehand, then again to put new creases in where needed in the completed design, if necessary and of course with supervision for children. Add black marker lines for a window pane effect! Super craft!

I have done this craft with my classroom for many years. It always comes out great and the kids LOVE the results.
